Creating comprehensive evaluation framework including developing indicators, logframe, performance monitoring plan, quantitative and qualitative data collection plan, carrying out process monitoring and evaluation, carry out M&E of governance risk and preparation of mid-term evaluation for the Emergency 2007 Cyclone Recovery and Restoration Project executed by the Ministry of Planning, Government of Bangladesh and supported by the World Bank. Accomplishments included review of documents relevant to the assignment; preparation of inception report, field visit to Khulna and Barguna sub-districts; preparation of documents and facilitation of workshop on project understanding for national staff and consultants; review of procurement plan for goods, consultancy services and work contract of the FAO and suggestions for finalization; review of two EOIs of FAO for selection of NGOs (livestock and fisheries) and suggestions for improvement; identification of baseline indicators for tracking out inputs, output, outcomes and impact; development of result framework, responsibility matrix, baseline survey formats, process monitoring format, performance monitoring formats, record keeping and reporting formats for FAO, NGO, CBO; preparation of guidelines for national expert to carry out M&E tasks during the implementation; presentation of result framework and formats of agriculture sector to PCMU and FAO; and prepared mission completion report.
